Sympathy for the devil

From a New York Times editorial -
Prominent figures in Russia and France were reportedly made the main beneficiaries of Iraq's largesse, presumably in the hope that they would influence their governments to favor Iraq. But these nations were sympathetic to Iraq from the start.
This, believe it or not, is actually an argument that sanctions were working.

Hard to see how that works. True, France and Russia did not require financial incentives to be sympathetic to Saddam's regime, although it probably did no harm, but to believe that that sympathy was not going to result in the weakening of sanctions is rather naive.
